New Delhi: The UPA government on Friday declared the assets and liabilities of Union Council of Ministers for 2010-11 in accordance with the Code of Conduct for Ministers on Prime Minister's Office (PMO) website.

According to the Code of Conduct, the ministers have to give an update of their assets for 2010-11 as also those of their spouses and dependents along with any business interest every year in the prescribed format.

However, the declared list is still incomplete as details of assets of 10 Ministers are not available.

The list included details of the prime minister, 32 Cabinet ministers, seven ministers of state with independent charge and 37 ministers of state.

According to the details uploaded on the PMO website (http://pmindia.nic.in/), Defence Minister AK Antony has the least amount of assets.

The Prime Minister's office on Saturday declared assets of each of the Cabinet Ministers included in the PMO.

Among these, Minister of Urban Development, Kamal Nath was the richest with Rs 263 crore worth of personal asets. The Prime Minister, in turn, owns a property worth Rs 5 crore.

Minister of Home Affairs P Chidambaram's property was declared as Rs 11 crore.

Defence Minister AK Antony was among the poorest ministers in UPA II.

On the other hand, Kapil Sibbal and MK Azhagiri have high value assets of over Rs 30 crore each.

With the deadline for Ministers to send in details of their assets expired on Aug 31, the Prime Minister's Office has compiled the responses received by the ministers.


Prime Minister Manmohan Singh, as per an annual exercise, had asked ministers to declare their assets as also those of their spouses and dependents along with any business interest.

The ministers had been asked to furnish the details by August 31 in accordance with the Code of Conduct for Ministers.

In a June 2 letter to ministers, the then Cabinet Secretary K M Chandrasekhar had written "I have been directed by the Prime Minister to apprise you of the declarations required to be made by a member of the Union Council of Ministers in accordance with the Code of Conduct for Ministers..."

He further wrote "in this connection, I am to inform you that in terms of the Code of Conduct details in respect of assets, liabilities, business interests, conduct and management of any other business and employment of spouse and dependents under a foreign government or organisation are required to be disclosed by the Members of the Union Council of Ministers."
